Charity – Helping Hand

  1. Purpose
    This policy ensures that all decisions and actions taken by Caregiver Support Hub Ltd (CSHL) are made in the best interests of the organisation and its beneficiaries, free from undue influence or personal gain. It is designed to promote transparency, integrity, and accountability in line with the governance standards of the Singapore Charities Act.
  1. Definition of Conflict of Interest
    A conflict of interest arises when an individual’s personal interests – financial, professional, or otherwise – could compromise or appear to compromise the impartiality of their decision-making or responsibilities to CSHL. This includes, but is not limited to:
  • Engaging in transactions with family members or related entities
  • Accepting gifts, favors, or benefits that may influence one’s duties
  • Participating in hiring, evaluation, or procurement decisions involving related parties
  1. Scope
    This policy applies to all CSHL Board Members, staff, and any individuals involved in decision-making processes within the organisation.
  2. Declaration Requirements
  • All Board Members and staff are required to declare any actual, potential, or perceived conflicts of interest.
  • New Board Members and staff must complete a Conflict of Interest Declaration Form at the start of their appointment/employment.
  • Thereafter, all individuals must submit an annual declaration.
  • In addition, individuals are required to declare conflicts as they arise during the course of their duties.
  1. Recusal from Decision-Making
    Any individual with an actual or perceived conflict of interest must recuse themselves from any discussion, decision-making, or voting related to the matter in question.
  • Such recusals shall be documented in meeting minutes or internal records.
  • If unsure, the individual should seek guidance from the Board Chair or Executive Director.
  1. Monitoring and Review
    The Board will periodically review all declared interests and ensure that mitigation steps are in place where needed. Any breach of this policy may result in disciplinary action, including termination or removal from office.
  2. Declaration Form
    A Conflict of Interest Declaration Form is appended to this policy (Annex A) and must be completed in accordance with the timelines stated above.
